I strongly recommend: dmoz.org and Yahoo directory, both have really impacted my websites and page rank

there's also some good blogs out there with high page rank where you can link to your website in the comments

It could be very easy to optimize the page content of a website, but it is more difficult to get inbound links. One of the most reliable ways is to submit the websites details to these online directories , forum posting, article directories
